User will post the first message in the channel . Bot should reply to that message using the Post adaptive card and wait for a response action in the same thread. How to do it ?

You just need to use the action Post adaptive card and wait for a response. It's as easy as that. I format the message in a compose action.

It is posted as separate message in the channel. Not reply to the user .

    Example:

User : Jobname is xx and execute it.
Bot : Are you sure ?
    User: Yes
    Bot :Execute the action .

All these conversion should go in single thread. How to achieve it ? Looking similar to chatbot functionality.

If you want to develop a conversation, rather than post a message and wait for a response, you will most likely need to use Copilot Studio and develop an agent: Use the Copilot Studio Agent Builder to Build Agents | Microsoft Learn
