I am working on converting a form my company uses and putting it on Microsoft Forms, which will allow me to force employees to answer required questions that they otherwise often skip, as well as to submit required documents at the same time.
A specific file of the responses will need to be generated so that each instance of submission can be reviewed and approved and saved for documentation (as well as the attached files saved either in some folder with that file or downloaded/emailed/whatever with that file).
I already have a nice version of the PDF form that I can populate but I have no idea how to get the responses from Forms to there. I am also open to just using the questions and answers from the form itself to generate a new PDF each time. (The important thing is that both the questions and the answers are all recorded.)
To summarize: Each time the form is completed, I need all of the answers given on that one submission to generate a separate PDF or fill an already-created PDF's form fields; then that PDF as well as the attached files submitted on the form should be emailed to me. (The generated PDF is what needs to have the documented approval written on it, so running this through Approvals doesn't make sense for me in this instance.)
I have an Adobe Acrobat Pro DC license which may help.

You could do the following steps:
1) Create a Word template document (your PDF template): Generate Word documents from a template using Power Automate – Tahoe Ninjas
2) Create a form in Microsoft Forms to get the data from employees.
3) Create a flow like this one:
1) Get the response and its details
2) Fill in the Word document
3) Convert the Word document to PDF (using OneDrive).
