I have a question regarding Power Apps tenant capacity. I have read the licensing guide and searched the internet for similar questions, but I haven't found the answers to my questions yet.
In our tentant we have two environments, the default environment and one Production environment. I'd like to create another environment for testing purposes, but I can't, because the tenant is over database capacity. For what I understand from the documentation is that I am to increase the capacity (to at least 2GB) in order to create a test environment, even though a test environment does not consume capacity.
In our apps we use some premium (SQL) connectors, so the users have been assigned the Power Apps Per App Baseline Access licenses. There are 12 licenses assigned to users. I read in the documentation that this should add 12 * 50 MB = 600MB database capacity to our environment (+ the default 1GB capacity). The admin portal shows we only have a total of 1.28 GB capacity.
The questions that follow:
1. Why does the admin portal only count capacity from 5 Per App licenses and not 12?
2. Is the only way to increase database capacity to increase the number of Per App / Per User licenses?
3. Is there another way to create a test environment without increasing capacity?

The documentation is really bad here but when you are creating your Power App platform your very first license purchase should be a single Power App per user license. That single license gives the environment 10GB of Database capacity.
So my suggesting would be to go and add a single Power App per User license to the environment in place of one of the app licenses if necessary. What I don't know however is whether that will increase capacity immediately, whether it will increase capacity after you raise a support request or if purchasing it later won't solve the problem.
As an aside chances are if you are creating test and development environments anyone needing access to more than 2 environments should probably have "per user" rather than "per app per user" licenses - the licenses give them extra api requests which could be useful.
