Note: the "Authentication/TwoFactorCookie/ExpireTimeSpan" setting is only valid for 2-factor configured for the PowerApps Portal - and just Email.
If you are talking specifically about Microsoft's Authenticator App, then this is not the most appropriate forum as it would be an Identity Provider / Authenticator question, my (limited) understanding is that you cannot change the Authenticator App timeout as it is by design 30 seconds to comply with some security standard.
