We have created a page intended for internal users only. Microsoft Entra ID is set up as the only identity provider, registration has been enabled and open registration is disabled. The site has the following site settings:

Authentication/Registration/Enabled: true

Authentication/Registration/ExternalLoginEnabled: false

Authentication/Registration/LocalLoginEnabled: false

Authentication/Registration/OpenRegistrationEnabled: false

Some users are able to log in and see their profile name, but some users are denied with "Registration has been disabled. Invalid login attempt". No contacts are created in the Contacts table either.

What are we missing?

Authentication/Registration Settings: Enabled: Registration is enabled. ExternalLoginEnabled: Disabled—indicates external identity providers aren't allowed, but Entra ID is set as the only identity provider. LocalLoginEnabled: Disabled—local login (username/password) is not permitted. OpenRegistrationEnabled: Disabled—users cannot register themselves. Since open registration is disabled, users must be pre-registered in the system (i.e., they must already exist as Contacts in the Dataverse).

Your Site Settings are correct, can you confirm that users are logged in the correct tenant when trying to sign in to the Portal? Also, can you confirm they are licenses users?

They can be licensed either via Power Pages External Users or Power Apps per App/Premium or even D365 licenses
