I have a flow in one of my SharePoint list to send an email 'when an item is created or modified'. The email is sent when the new item is created. But, It's been more than an hour since I edited one of the item and I haven't received the email.

First off to start, when you run your flow in test mode and modify the item, is it triggering in the test run? If it is then it sounds like there is some kind of web hook issue. If its not triggering in test mode then, I'm not certain what even could be the issue. For both of these it will probably have to go to a Microsoft Support case regardless. I would start with the test and go from there. I will include a link on how to create a case below; if you would like to go down that route.
