How to randomly assign people to peer groups while balancing attributes

I'm working with a client that has a list of participants (~114) with the following attributes:

  • Name
  • Location
  • Gender
  • Ethnicity
  • Generation

The client wants to assign the participants to peer groups (max of 5 in each group) by balance gender, ethnicity, location and generation identification.

 

ASK: Is there a way in Power Automate to do this?

    Flow doesn't have such a out-of-box feature to group items. In addition, this requirement may also require constructing a Mathematical model.
