I have a few users in our default environments 'System Administrator role'
When I create a new Environment it appears the System Administrator role' is duplicating the default Environment membership.
If I remove all users from the System Administrator role created with the new Environment will it cause issues?
IE, this is supposed to be a unique role to the specific environment right...ie not a global security group?
Or is there a way to prevent the auto population?

The system administrator role is an out of the box role that exists in all Dataverse-enabled environments.
Users in your Entra ID tenant that are assigned the Global Admin, Power Platform Admin, or Dynamics 365 Admin service roles will automatically have the System Administrator role in every environment. So it's likely those users you mentioned have one of these service admin roles.
