Using the Filter Query to extract a sharepoint user group

I have a main list that has a field called "Approvers".
When an Item is created and the "Approvers" field is null then SharePoint workflow looks at another list called "BOS Process Leads" which has two fields 3 fields one is "Title (hidden)", two is "Process Lead(Person/Group)" and three is "BOSSection(Lookup)"

Here is what I have in SP2010.

According to the SP2010 workflow It looks like I should be able to extract the correct "Process Lead" by using the Filter Query as follows but It doesn't work as I had hoped.
Any constructive criticism and direction would be appreciated.
