I am getting the below error "You don't have permission to create a site in this environment".
Steps already tried
1) Microsoft Power Pages | Microsoft Power Platform and signed in , it creates another environment in my test tenant but then portal creation fails with the above error.
2) I tried elevating the access for the logged in user in the new created environment to System admin and Customiser but did not helped
3) I tried https://powerapps.microsoft.com/en-nz/developerplan/ , it takes to the same default contoso enviornment with no option.
What other options do dev have to spin up trail env or sandbox. I want to try another power page template.

FYI. Building Permit and New Employee onboarding checklist both templates are not available. Even if you have the highest privilege( Global Admin) creating the site will throw an error. To confirm, I am attaching the screenshot below
Option 1 and Option 2 related to the above screenshot.
For Option 3. Please try in the Incognito window your developer environment will be created.
If not, signup for Office 365 Trial and then try developer environment signup. This step will work.
