In two folders and for each file with the same name merge to one new file

I am using Power Automate with Encodian connector for merging PDFs located on a SPO site.

On the one SPO site, I have two document libraries with folders which could be contained in each.

Library 1 - Files <= 2019 with subfiles with names of employee

Library 2 - Files >2019 with subfiles with names of employees

Library 2 could have files in sub folders relevant to employees in Library 1 subfolders so they should be merged to one file so that we only have one file per employee

Library 2 could have files for new employees who have sub folders but no pdf so in that instance we just need to copy the pdf to the relevant sub folder.

There would only be one employee file in Library 1 and Library 2.

Library 1

Folder: Smith_Fred

File: 0044_Smith_Fred.pdf

Library 2

Folder: Smith_Fred

File: 0044_Smith_Fred.pdf

Merge with the new pdf at the front of the old pdf with the name 0044_Smith_Fred_2022.pdf

I have checked the web and most of the tutorials are for merging multiple files into one pdf. However I have multilple files to be merged to the relevant file in Library 1.

Any assistance would be greatly appreciated.
