Portal from Blank - Office 365 E5 license

Hi group,

I am fairly new to Power Apps (this is my fourth weeks). I need to create an app for our vendors (external users).

I tried to use "Portal from Blank" template and I got this error message:

You don’t have appropriate permissions to create a portal in this environment. Try selecting another environment or create new environment. If that doesn't help, contact your global administrator. Learn more

When I click create new environment l got this error message:

Upgrade your plan

Creating an environment requires a Power Apps per user plan or may be done by an admin in Power Platform admin center.Learn more

My teammate mentioned that I should be able to create an app using "Portal from Blank" with Office 365 E5 license.

I also got this error message when I tried to create a new table in Dataverse:

You are missing the necessary privilege to create tables in this environment.Learn more

I hope you can help me to understand whether the issue is related with my license or permission to create a new environment as I am not an admin for Power Platform.

Hi Yuli,
From your description above it seems the issue is with your security role in the environment. Can you check that out and try creating a portal after getting atleast system admin role? Also if you have an existing portal in that environment than also this issue happens.

Hi Yuli

Welcome to the community.

As you are aware, PowerApps has three types

1. Canvas App

2. Model-driven

3. Portal (Web app- this forum)

If you are trying to create a portal, you need either a PowerApps Per-App license or PowerApps Per user plan license. Without this, you cant create the portal. Relevant permission for the environment is also mandatory. But having an appropriate license is essential.
