Showing File Column in LIst on Portal

Is there any way to display attachments on a portal page without using SharePoint? All I need to do is create a three column table where the first two columns are metadata on a person and the third column is an attachment. I can't seem to find any way to do this even though it seems simple. Are there web templates I can make using liquid that will point to a Access database?

    You can enable notes as attachments instead of SharePoint
