I need to create a flow that will generate a single to multiple page report
from a SharePoint list, based on an item selected in a Power Apps Gallery.

The report would have -
   1. A header with a logo
   2. Date:
   3. To:
   4. From:
   5. Subject:
   6. Seperator
7, One to many sections, based on item chosen and associated finding
   8. Each section might have one to many images

The report would need to be PDF and look like the following.

You can do this by building out an HTML document in the flow and then converting it to a PDF.  The biggest issue will be that the built-in PDF conversion system doesn't support page breaks. The easiest way to create multipage reports is to use a third party connector like Encodian that has support for specifying where page breaks are.  It can also be done by generating background images that are a specific size for each section to force a new section onto the next page. But these are fairly difficult and inconsistent in use. Shane YOung has a good video that explains how to do that. QTT - Power Automate PDF Page Breaks
