Embedding power BI in power pages - question on setup

I don't see a clear description in the docs for when I would need "enable power bi embedded service" in addition to "enable power bi visualization", and how either of these affect licensing.

Anybody have a bit more info? I need to embed a couple of reports in a site, that will only need to be viewed by the site admins who have tenant accounts. Public/external users don't need to view reports.

As a follow-up, I've turned on "power bi visualizations" but not "power bi embedded servivce" for the site. But when I try to add a report or a dashboard from a workspace where I have some content, nothing shows up in the dropdown when editing that page element. I can pick "embed for my organization", then pick the workspace, then the report or dashboard dropdown is just empty, nothing can be selected.

Ideas on that? Some permission on the workspace side? I'm not finding anything in the docs but could be missing it.

The "solution" is simple. You need a totally new browser session or else the report or dashboard won't show up in the power pages drop-down. Silly but true.
