I want to run PowerShell scripts from PowerApps or Power Automate.
Scenario: wants to update the user extensions attributes manually for cloud users using power shell, for that I am building a UI in PowerApps, is there is a way we can call a PowerShell scripts from PowerApps?

You could Invoke your Power Shell script hosted on Azure Function. I think this thread will help you a lot:

Unfortunately there doesn't seem to be a straightforward solution for that.
