I have a Production website, in a Sanbox environment, having its visibility Private. I am planning to move it to the Production environment any time soon, so we can go live.
My question is:
1. Should I complete the Go-Live checklist while in the Sanbox environment, or after I do the migration to the Production environment?
2. Also, in the Sandbox environment, I am using my personal account for developing. Should I use a Service Account for the Production environment?

The core benefit of the go-live checklist is to make the site live for production. My personal experience is to run the site checker in the sandbox environment.
2. It is best practice to use the service accounts for developing a site. Reaping the benefit of "Not dependent on a single employee "
NB: Allocate the appropriate license to the service account and best to use a separate browser profile to avoid authentication issues.

If you are using an enhanced data model> You can import and export a solution or use the Power Pages ALM pipeline which can also transfer the web files.

While moving stuff from Sandbox to Production environment, did the images in Web Files moved too? I'm currently moving portal from Sandbox to Production and noticed that image files not being transferred in the Web file.
