Unable to add connection reference to Azure Devops as service account

Hello,

 

I am using a service account and trying to switch some actions using the Azure Devops connector to be ran by the service account. When I try to add the connector reference I get the following error: "Failed to create connection for connection id '/providers/Microsoft.PowerApps/apis/shared_visualstudioteamservices/connections/shared-visualstudiot-268006da-469b-44f7-983c-86b1bb801842'. Failed to create XRM connection reference."

 

It is strange because I was able to create a test flow as the service account and create a work item in that ADO just fine. The work item says it was created by the service account. But when I go into the original Flow I was trying to edit, it does not let me add a connection as the service account.
