When i try to create a Power Page, I go through the gui and after some time, i receive the error message "Unable to complete the set up process. Please start over." even though I am an admin for the environment.

Is there a setting that is missing?

Seems to be an issue that need to be looked at by MSFT tech support. try to open a Microsoft ticket Get Help + Support in Power Platform - Power Platform | Microsoft Learn

I know it's almost a year later, but I was experiencing this when setting up new websites. Today I got that error message with instructions to delete and start over, but I waited an extra couple of hours and it processed successfully.
