O365 Send an Email flow trigger question

I have a flow that is owned by and all connections are pointing to an Office 365 account. This flow is triggered from Power Apps and the only action is Office 365 Send an email (v2)

In the flow editor, I can successfully test run the flow, sending an email to an on prem account

I am trying to test running the flow from Power Apps as the same on prem account, still sending the email to the same on prem account

The flow fails on the following message: 

"REST API is not yet supported for this mailbox. This error can occur for sandbox (test) accounts or for accounts that are on a dedicated (on-premise) mail server.

Here is where I might be confused: I thought the account whose connector is running Send an Email is the one technically performing the action. Therefore I don't understand why I'm getting the message, as it's the O365 account who's running it if that is true. Can someone correct me if I'm off on this? And if so, is there any way to use the action when its flow is triggered by an on prem account?

    Thanks, the first part of your response answers my question. I was not aware that when a flow is triggered by Power Apps, it runs under the context of the user who triggered it, not the owner of the flow.

    Thanks for bringing this to our attention.

    To reply at your first part of the question, if a Flow is triggered by a PowerApp, it will run under the context of the user that's executing the PowerApp, not in the context of the creator of the Flow.

    Now, for the second part where you are getting this error "REST API is not yet supported for this mailbox. This error can occur for sandbox (test) accounts or for accounts that are on a dedicated (on-premise) mail server."  This error can occur if the mailbox is on a dedicated Microsoft Exchange Server and is not a valid Office 365 mailbox ->https://support.microsoft.com/en-in/help/4462988/rest-api-is-not-yet-supported-for-this-mailbox-error
