How to Show Access and Confidentiality Message to External Users in a SharePoint Document Library

Is it possible to display the following text inside a SharePoint document library page so that it’s visible to external users when they open the shared link?

Text to Display:

Access and Use

Access is restricted to authorized representatives and internal personnel.
Users must not share their login credentials or grant access to any third party.
Uploaded and downloaded documents must relate solely to the agreed scope of work

Goal:

I want this text to be clearly visible to external parties (for example, when they open a document library link to upload or view files).

Being SP guy, there is no direct option / OOTB feature available to incorporate this however you can implement this in below steps.

Create a Page

Add a Text Web Part - With the relevant contents which you need.

Add the document library web part to the page enable the filter based on the current user and ensure relevant permission level has been also enabled in the Permission.

Instead of sharing the library you can share this page to the relevant user.

The other way using the SharePoint framework also you can implement.

SharePoint offers external sharing settings at both the organization level and the site level .

To allow external sharing on any site, you must allow it at the organization level. You can then restrict external sharing for other sites.

If a site's external sharing option and the organization-level sharing option don't match, the most restrictive value will always be applied. OneDrive sharing settings can be the same as or more restrictive than the SharePoint settings.

Suggestion

I would suggest instead of exposing the actual site to external sharing, kindly create a stand alone site which serves the purpose of file sharing with externals, Using Power Automate / Custom Solution whenever the file is created/ modified bring those artifacts to the actual site.
