Editing in Power Pages and Portal Management app issue

I encountered this issue where whenever I open Power Pages, the web link sets data that had been defined from Portal Management app is overwritten with the one from Power Pages.
This behavior seems to be quite constant and reproduceable. I am wondering if it's a bug or intended behavior.

More details on the behavior:

Whenever the link that was produced from Power Pages is deleted in Portal Management app, the next time Power Pages is opened, there would be an error saying that some weblink cannot be found or undefined. After that, Power Pages would try to create the web links from the record that it has, overwriting the ones configured in Power Portal.
Deleting 'links' under main navigation in Power Pages would also delete the corresponding page, not only the link.

Is there any solution to prevent this behavior?
