I wanted to understand if we need anonymous license for the Home page usage. We are planning to acquire authenticated user licenses as all our pages except the home/landing page need authentication. With this license, would the home page still need anonymous license.

Hi, the license works based on users and not on pages.

If your Portal is purely authenticated and you have nothing on the Home Page, you should redirect to the sign in page and you don't need to buy anonymous packs: Power Platform licensing FAQs - Power Platform | Microsoft Learn

We would like our home page to provide general information about our portal and other static content.

Probably worth checking with Microsoft if you are required for that reason. Purely from their documentation I would think you need the anonymous pack as well (just 1 should do the job)

As a user is visiting your site and seeing info then you need the appropriate licensing. There will some level (not documented how much) where Microsoft won't enforce it, but they will eventually enforce it.

As per the FAQ link from Oliver that is the way that you make your site for authenticated users only (by using Web Page Access Control rules), one of the reasons for doing that on the home page is so Anonymous users don't add page views that have to be licensed.
