Normally it allows you to press the close button and continue working on Portal studio. If the page is stuck then can you try a hard refresh by pressing ctrl+ f5 together or clear the portal cache
Going to your portal service page: https://your_portal.powerappsportals.com/_services/about
Note: You must be the admin for the environment or valid role to access the above URL - At the bottom clear cache button will appear.
To turn off the workflow:
1. In portal management > settings> Advanced settings
2. Settings>Process> All Process > select the ADX Sign up Email workflow and deactivate it
sometimes it sill reappearing on the portal studio but at least you can access the pages.
