My org currently has a MS Power Apps Plan 2 Trial license. We also have MS E3 and Business Premium licenses.
Q1: Can I create an environment without additional charges? As far as I have read you can create a DB for it as well, IF there is space in your Apps storage?
Q2: Depending on the above outcome, what would be the purpose of my Dev environment? I see a preview of app Packaging is currently available but will soon require a license to utilise. If I cannot use this it would defeat the purpose for me to have a Dev environment.
Q3: Following the standard of Dev environments to UAT to Live, how do most implement a separate environment for apps?
Q4: Concerning the Dev environment, what type of environment would that be? Sandbox?
Q5: Lastly, is there any way to change an environments region post creation?
Yep the CoE starter kit can monitor other environments. It's have some separation of concern between the environments and reduce the dependencies between the start kit and other customizations/solutions.

The licensing made sense the more I read yesterday. With the storage we have available would that same storage be used then with Dynamics 365 data in the CDS? Currently we are still on CRM 2011 and I can't help but think that if anyone starts creating entities or makes use of Out of the Box entities that these might conflict, in time, conflict if and when we move to a newer and connected Dynamics instance.
Purely from a Maker point of view, I would need to have my App and it's components in a Dev environment. Then only permitting access to certain people hence asking if Sandbox or not. I wouldn't want to be having any app mailing anyone or sending notifications via teams etc. I would simply want it to execute in a contained environment with similar data that I have in my production environment.
The packaging I mentioned was what I read throughout the Environment management documents and moving an app from one environment to the other. They stated that packaging (pretty much like exporting an entire solution from CRM I guess) is only in preview (perhaps the post was a bit older) and only available to Power Plan 2 License holders.
One tiny question addition: Why would a person have the Center of Excellence starter kit in a different environment besides access to it etc? Is one able to monitor from one environment to another?
