Program registration template template question in power page

I made it by importing the Program registration template template from the power page, but when I try to enter the administrator page, it does not enter as an unauthenticated user. I think I should go into the admin account, but is there a way to create or set up an admin account?

Yes you can set up the admin account.
go to your crm
contact
webrole
assign administrator web role.
