I want to create a flow that, based on a 'Condition', either implements 'Create item' or 'Update item'.

Will the below do what I want to achieve?

Here you filter is not quite right. Did you renamed the step?

Try the below:

length(outputs('Get_items_2_-_Transfer_List)?['body/value'])
