Trial Environments and databases

I am trying to go through the exercises of Microsoft Learning to create power apps. I have the following subscriptions:

Microsoft Power Automate Free

Exchange Foundation

Common Data Service

Flow Free

Microsoft Power Apps for Developer

Exchange Foundation

Common Data Service

Flow for Developer

PowerApps for Developer

Microsoft 365 E5 Developer (without Windows and Audio Conferencing)

Too many to list

I received these by creating the free developer accounts per the tutorials. I've tried to create an environment, but it says I do not have permission to create an environment.

There is a developer environment on the system, but that did not include the database and samples required by the tutorial.

Creating multiple environments in a developer plan was still on the road map the last time I looked. You also can't create environments on a regular trial license. You only have enough capacity to create additional environments with a regular license. Trial environments are exempt from the capacity limitations, but you still can't create them with a Developer account.
