Insights on Power Page licensing

Need some understanding on below problem statement.

"We have created a power Pages site, after completing trail period we have converted site to production now. I am internal user I am able to authenticate myself via Azure AD identity provider and able to see content and browse Power pages site. Catch here is i have only Office 365 E3 license. And we didn't buy any subscription plan (Authenticated or Anonymous) or we didn't start pay as you go meter plan, nor I have been assigned a Power app user/ app plan.

 

Why I am still able to sign in and browse the site. 

 

FYI, we have licenses of Power app user/app plans at tenant level but not been assigned to me.

    Does anyone know licensing costs, if an organization wants to have external users filling in forms anonymously but also give them the option to register so see past forms etc. would they need a minimum of $200 per month for 100 authenticated users AND $50 per month for 500 anonymous users if for instance they had 75 users in one month of which 25 decided to register on the site for future access?

    For your scenario, if you don't have any active licensing but your Powerpages site is converted to production then the following license will be applied.

    You will be back charged definitely. Better to opt into any of the authenticated tier packs depending on your scenario or pay as you go.
