How to get multiple responses from email

Hi. I have a csv on SharePoint with user subscription information. I have a flow that parses it, sends an email to the user asking if they still need the subscription and adjusts the csv accordingly. The problem is that it sends a separate email for every subscription. So a user with 20 subscriptions would get 20 separate emails. Ideally I'd like one email with all of their subscriptions listed and the yes/no option next to each. I think an adaptive card might be the way to do this but I'm not sure. Additionally, is there a way to increase the concurrency past 50 to prevent any bottlenecks? Any help is appreciated.
