I have not been able to figure out how to narrow a notification in power automate based on a specific view. I would like to create a reminder email 20 days before on the 'Handover Date' field for items that are in specific view of a list. I can otherwise setup the criteria as Items that have these criteria Department = DD or CC and Status = Budgeted or New and send a list to specific stakeholders to alert that these items are due within 20 days.

I would start with defining the filter queries. For that you can use OData Filter queries and Filter array actions.

You could then create a flow to run every day (a scheduled cloud flow) that would send out a reminder email if your criteria is matched in the filters queries.

Thank you for your answer but I did see this option and it doesn't help. This is because this option is narrowing by columns in a view while I am trying to narrow by selected filters in a view. Let's say, I have created a view that show me all the projects filtering per department, I would like to create a reminder when the handover date of a project is due. In practice, more than related to views, I realize that my question is more "how I create a reminder on a selection of items based on a number of criteria, like department name, status of the project and handover date"
If you expand the Show advanced options, you can select a SharePoint view for your Get Items action:
