Where is the expression button within "Workflows" in Teams? When on Power Automate, I can use expressions to create specific things. However, if i use Workflow within a Team Channel it appears that "expression" does not exist.

The Workflows App lets you quickly create flows based on Templates. Once the workflow has been created you can edit it. At that point the expressions tab is in the same place where it always was in the dynamic content dialog.

Thank you. However, that doesn't solve my problem. When i trying with a template, unless it has the specific actions within the template it won't show expressions. Therefore, i have to find a template which is the exact flow i am looking for which i think defeats the purpose.

I guess I'm not getting your question.  If the action you want to use isn't included in the template then you have to add it when editing the completed template.  At that point you will see the Expressions tab like normal.  Can you provide a screenshot of where you see the expressions tab when not inside Teams that is missing when using the Teams Workflows app?  Other than the use of a Template to start the experience is the same.
