The missing “Set up E5 subscription” option is usually not a browser or cache issue. Microsoft has changed the eligibility requirements for the Microsoft 365 Developer Program sandbox.
Being accepted into the Developer Program does not automatically guarantee access to an E5 developer subscription. The E5 sandbox option is shown only when the account meets Microsoft's current eligibility requirements.
I would recommend checking the following:

Sign in using the same account that was used to join the Microsoft 365 Developer Program.

Open the Developer Program dashboard and check your membership status and eligibility.

Make sure you have an eligible developer scenario/activity associated with your account.

If the E5 sandbox option is still missing, it may simply mean that your account is currently not eligible for a Microsoft 365 E5 developer subscription.

You can also check Microsoft's current Developer Program FAQ and eligibility requirements, as Microsoft periodically changes who can receive the E5 sandbox.
Clearing the browser cache or trying another browser generally won't make the E5 option appear if the account itself is not eligible.
If your Developer Program membership is active but the sandbox option is missing, I would recommend contacting Microsoft Developer Program support so they can verify the eligibility status of the account.
