I can't for the life of me figure out how to configure a multistep form for the following scenario; or if it's even possible.

A Portal user, once authenticated, should be able to start one or many applications. For this I have turned on the "Multiple Records Per User Permitted" setting.

I also want the user to pick up where they left off for any of the applications they have on the go. For this I have turned off the "Start New Session On Load" setting.

However, with these settings, the multistep form only creates one session record and uses that session record for any and all attempts to start a new application.

Is there something I am doing wrong? Can anyone suggest the proper configuration of my multistep form? I'm pulling out what little hair I have left trying to fix this form.

I've struggled with this for way too long and have come to the conclusion that you cannot have a multistep form setup in such a way as to allow multiple sessions AND allow sessions to pick up where they left off.
