Most of the time 1s difference in Created and Modified field in trigger "When an item or a file is modified"

Why there is 1s time difference in Created and Modified field in trigger "When an item or a file is modified"

When I create a DocumentSet with a contenttype now and then I'm getting 1 second time difference between Created and Modified.

Is this a bug or am I missing something?
