Power Pages Trials require a Work or School account, but if you are in one of the Government clouds GCC, GCC High, etc. then your account won't work for a trial because Power Pages isn't available in those clouds yet.  At this point according to the following official documentation MS hasn't even announced a date for making it available.

This is what we are going to do. I have heard that Power Pages will be avaialble in the government cloud in November but I am not holding my breath for that.

@Rkdmorrris, does it need to be Power Pages or would Power Apps Portals (easily transferable) also work? As noted in the GCC Customers section here, Portals has been available in GCC for many years (as dynamics365portals.us). You would need to provision through the GCC admin center instead of the standard (https://gcc.admin.powerplatform.microsoft.us/), so a slight deviation from Oliver's ask.

I helped deliver a GCC Portal in the US for a government agency in 2018, but I've not been involved in the community the last few years to give any additional information.

    I hope this helps!

    Justin
