How can I create ipa and apk files using Powerapp
You can't; PowerApps can create apps that can be saved locally or to the cloud but for those apps to be run, you need the PowerApps application in Android or iOS.
Hence, Do you mean to say that Android/iOS user first installs PowerApp from Playstore/Appstore and then, within that installed powerapp, he can access multiple apps?
That is correct - once the user install the PowerApps app in iOS or Android, they will be able to see all the apps that they built or that have been shared with them from within PowerApps.
