WebForm sessions in Power Portals

In advanced form, there is a field on the webform – “Start New Session on Load”. If you set this to Yes, it won’t save user’s session. If set to No, then the user’s session shall be saved.

Functionality of this feature: WebForms in PowerApps portals can maintain sessions. Let's say a web form has three steps - Step 1, Step 2, and Step 3.

Let's say a portal user named Joe launches a web form and completes through step 2 and then exits the portal. When Joe logs back into the portal and starts the web form, he will start from Step 2, rather than the beginning, basically where he left off.

My problem, after the user finishes and submits the form for the first time, he cannot restart the same form again in his login, thus presenting a blank screen, seems to be stuck in the ID of the previous session.
