I have enabled logging in to a Portal, including Email Confirmation.
However, the Email Confirmation feature in the user Profile page doesn't seem to be working.
There is an Email Confirmation link in the Profile page, however when you click it, it takes you to the Email Confirmation page, but there is no button to click to send the actual email. I'm not sure if there is supposed to be a button or just navigating to the page triggers the confirmation email.
Is the email supposed to be triggered automatically when the Email Confirmation link is clicked or is there a button missing on the Email Confirmation page?
Not sure what's missing here.

I created new portal today in new test environment and found that Send Email Conformation To Contact is now not available at all. Then I tried creating the same process by refering existing process from old environment and followed the steps provided by @faisalje but it did not work. Then I found that once the portal is created, few power automates flows are also created automatically and all are set to turn off state and one of the power automate send the account confirmation mail but it does not provide the link to activate the email so may be in future the confirmation process will be change all together. For the time being I have set the Authentication/Registration/EmailConfirmationEnabled to false
Here are a few settings that must be enabled.

Same issue here as well. I am scratching my head, thinking to myself why make something like this and not allow me, as an admin user edit the page/code to actually send the email and allow me to confirm it.
Sorry, not yet. I have just created a new portal and I can see the same issue is there as well.

Follow-up.
The correct Complete Registration message is being created for the Contact under the Timeline; however, the corresponding email is not being sent.
I have confirmed in a manual test flow that the email account I am using to send email can in fact send messages.
The Send Email confirmation to Contact process is not being consistently triggered.
