Help! Can't get Power BI Embedded service to work

Greetings, community. Hoping someone can help me with this. We're exploring Power Pages as a possible portal solution but need to conduct testing with the Power BI Embedded service functionality (link). We have Power BI Premium, and I was able to enable PBI Embedded in the Admin Center, but no workspaces show up.

Figured this was a permissions issue, so I asked one of our tenant Global Admins to step in. When he tried to access the admin center page for the Power Pages site, he get's the following error:

You must be a Global Administrator, Dynamics 365 Service Administrator, or System Administrator of at least one Dynamics 365 organization in the tenant to provision a portal.

Given that he IS a global admin, I'm wondering if this is a false error. Have been super excited about Power Pages but am dead in the water on this as the App Owns Data embedding is essential for our projects. 😢

I've reported this to Microsoft but have yet to receive a reply from support, so I'm hoping someone else in the community has a brilliant idea or has crossed this bridge before.
