I am wondering if it is possible to prevent users from accessing the admin centre

I am guessing you cannot, as all users have maker access to the default environment.
("Every employee in an organization using the Power Platform has access to the default environment. Since it isn't possible to remove the environment maker role from the default environment, Power Platform admins should consider, and when necessary, implement ways to control the default environment." - MS link )
I would be grateful if someone would confirm this, (ie, everybody can access the admin centre) and include any relevant references to documentation and explain if possible why a "normal" user needs access to the power admin centre

This will block access to all of Power Apps or Power Automate for users, not the admin portal.

This approach at least gives you the power to control who can access - if you are required to lock down the admin centre
Hi @NedKelly, as @ChrisPiasecki mentioned, access to the Power Platform Admin Center itself is not restricted.
What users can do in the Power Platform Admin Center according to their role is summarized here.

There's an idea you might want to upvote about limiting Power Platform Admin Center access to authorized users only.

This is just how Microsoft has implemented things under the hood. All licensed users have access to the admin site, but will have limited access to environment related settings based on their access to individual environments.

It make sense if they have system administrator privileges on the environment but my question is for a new user who by default has access to the default environment (Basic and Maker role) NOT system administrator privileges - why do they need access to admin centre?

Hi @NedKelly,
Users have limited access to what they can see in the admin portal. For example, they can only see environment specific information for the Environments they have system administrator privileges on.
