Is this for canvas apps Power Apps? or Power Apps Portals?
the portals are meant to be exposed externally, so you can do whatever you need there
if you are talking about Canvas apps, think that they are always connected to a Microsoft 365/Office 365 account, you can't expose an app via store and sell it
every powerapp would be accessible via the PowerApps app in your mobile device after the user signs in with their credentials
