I have a small company with ~100 employees. I also have M365 business basic license for my team.
I am building a Power App application now for my business, using Dataverse. I have following questions:
a) Should I buy Entra subscription separately in order to manage the users community. I would like to enable SSO eventually and I believe AAD would be the right choice for managing users, enable SSO. As I am a small business, do I need Entra? If yes, then would it be needed separately.
b) I would be needing to give access of my Power Apps application to my external users (customers, vendors etc). Would I need to buy Power Apps license for all these external users as well in order for them to use my application?
c) When I create access (read/write/edit anything could be there) of any user in my application, then would that be counted as number of users per app for my bil

a) The Microsoft 365 products are based on Entra ID, and a free version of Entra ID is included in M365 business products: https://www.microsoft.com/en-us/security/business/microsoft-entra-pricing
Unless you want to use advanced Entra features, you will not need to buy a separate Entra license.
b) Correct, external users would need to have a license for Power Apps as well: https://learn.microsoft.com/en-us/power-apps/maker/canvas-apps/share-app-guests#what-license-must-be-assigned-to-my-guest-so-they-can-run-an-app-shared-with-them
c) Only users who are actually accessing the app need a license. You can share the app with users who do not have a license, but they will not be able to use your app without having an appropriate license assigned.
