Hello community,
I want to make customization using Building Permit template. I can make changes to contents, forms, tables, but i can't find where to edit this header buttons.

You can edit the menus in Portal management. Those values come from the header web template indirectly weblink sets.
The easiest way to change is as follows.
In portal management
1. Under content > Web link sets > Select the building permit web links
2. Choose the Links tab > select the relevant link
3. Click Edit > Change the name and page as needed.
