Disabling Power Automate for select users

Hi everyone,
 
We're working in a big company, and we always had the Power Platform apps open for everyone. Well, after some years we're trying to establish a governance, but the damage has (for now) been done.

We want to - temporarily - restrict access to Power Apps for certain users. They all have an full MS365-account (E3 license). 
 
Is this possible, and yes: how?

    If Power Apps access is tied to their Microsoft 365 E3 license, you can selectively remove the Power Apps license component from affected users.

    Go to the Microsoft 365 Admin Center: Navigate to Admin Center.

    Edit Licenses for Restricted Users: - Under Users > Active Users, select a user to restrict. Click Licenses and Apps. Expand the Apps section under the E3 license. Uncheck Power Apps for Office 365 and save changes.
