I know I can do some basic editing of a field using the Power Pages Design. However I want to do a little more advance formatting to a field Title and Description. (e.g. Colors, URLs etc). I imagine I can do this in Visual Studio Code.
 
However I can't find where in the Studio code to make changes to the fields in a form. The HTML references the container but how do I make changes.
 
 
As an example I want to change the Title in the image below 01.School text to show in Red.

    you will need to create a css rule for your from input.
    Rightclick on the title and go for inspect. You can than get the CSS Selector and paste it into your pages css file inside vs code.
    Change the font color (CSS Text) with css to red and you are good to go.
     
    The selector will look something like "prefix_label_name"

    A couple of notes on the @Lucas001 response (which will work). 
    I always include !important to any custom css.  It just works more reliably.
    If you don't want ALL of your inputs to have the same formatting you will need to be very specific with your css formatting.  you can find more details on the field by doing an Inspect of the component.
