Our organization planned to create a Document Management System with an estimated 4TB file size.
I need your suggestion if we buy additional Sharepoint storage or we buy Azure Blob Storage instead? And if it is possible to connect all my flows and power apps in Azure?

Power Automate has connectors with Azure blob storage.
SharePoint will provide you with a user friendly UI as well a host of other document management features but storage comes at a much higher cost. Azure Blob will offer your various access tiers hot/cool/archive and will be cheaper but will require you to build out a UI and any other document management features using PowerApps and Power Automate.
Would it be possible to have an archival policy where files aged files are automatically archived from SharePoint to Azure Blob Storage to save costs?
