It sounds like you’re very close — the issue usually isn’t Azure permissions but Dataverse + Power Pages permissions inside the environment.
Even if you’re a Power Platform Admin and a System Administrator in the environment, Power Pages has its own additional requirements before the “Create site” options become available.
A few things to check:
1. The environment must have Dataverse installed
Power Pages can only be created in environments with Dataverse.
If this is a brand‑new environment, double‑check that Dataverse is fully provisioned.
2. You must have the “Power Pages Administrator” or “Power Pages Maker” security role
Being a System Administrator usually covers this, but in some tenants the Power Pages roles don’t get added automatically. You can assign them from:
Environment → Settings → Users + Permissions → Security roles
3. Check if Power Pages is enabled for the environment
Go to: Power Platform Admin Center → Environments → [Your Environment] → Settings → Product → Power Pages Make sure it’s turned on.
4. If it’s a Developer environment, ensure it’s not restricted
Some dev environments created through trials or sandboxes can have Power Pages disabled by default.
5. Try accessing Power Pages directly
Instead of going through Maker Portal, open:
https://make.powerpages.microsoft.com (make.powerpages.microsoft.com in Bing)
If the environment is eligible, you should see the “Create site” button active.
If all of the above look correct and the options are still greyed out, it’s usually a provisioning delay — new environments sometimes take 10–20 minutes before Power Pages becomes fully available.
