the styling section of the power pages designer portal is empty for me.
I refreshed my browser without any changes.

I would try the following: Go to the Power Pages Management, select your website and then site settings. There try to find the setting "ThemeFeature". Remove the value that it has and save it.Which version of bootstrap is your website using? In case you are using the version 5, check that the setting "Site/BootstrapV5Enabled" is set to true.
