PowerApps Group By Function

Hello,

I have a requirement that in a sharepoint list there are some multiple items  ( 3 to 4) belongs a single user in list,  need to trigger a email or notification once all those items are updated to approved. Please note all those items will not get approved at a time, there will be different approvers approve those entries or items different time. But need to check if all those items belongs to single user (has user name column unique) have approved, yes an email needs to be triggered.

Can I achieve this using powerapps Group by function like , can I write a query where Group by user name and status of all the entries is equal to Approved, can I trigger an email?
